SIGNING OF MEMORANDUM OF UNDERSTANDING

The Northern Territory Department of Education and the Secretariat of State for Vocational Training and Employment Policy of the Democratic of Timor-Leste entered into a three year relationship for the delivery of an English language program at C.N.F.P. Becora. The three year relationship began on the 5 October, 2015 and is due to end on the 5 October, 2018.

The Secretariat of State for Vocational Training and Employment Policy of the Democratic Republic of Timor-Leste has been implementing a seasonal work program under Australia’s Pacific Seasonal Worker Pilot Scheme (PSWPS) through a Memorandum of Understanding established in December 2011 with the Government of Australia.

This Memorandum of Understanding ensures the cooperation between the two Government in recruiting, preparing and sending Timorese workers to Australia to work in specific areas, such as tourism and agriculture, with the main objectives to increase remittance incomes and transfer of skills and knowledge to Timorese workers and, subsequently, contributing to economic development in Timor Leste. To be recruited, the candidate must fulfil some criteria established by the competent agencies, especially to be proficient in English language. Therefore, an English program has been established as a platform to strengthen and broaden cooperation in the provision of education and training between the Parties in this matter.

In support of the M.O.U. the N.T. Department of Education is:

  • Providing an Australian accredited English language qualification to candidates for seasonal work program who are currently enrolled at the centre in accredited training courses.
  • Provided a teaching Principal, two teachers, two teacher assistants and one administration officer.
  • Provided appropriate information and communication and technology equipment to support the delivery of the program.
